Pedophiles: so far they are winning (I)

The pedophile network in our country was publicly named only after the murders in Kaunas. However, 10 years ago our neighbor country Latvia, which was shocked by a pedophilia scandal, alerted us about links leading to our country. “They are an integral part of our elite, they are untouchable,” was the unofficial answer from Lithuania.
Neringa Venckienė and Aidas Venckus are trying to find the truth in the case of sexual abuse of the barely five-year-old daughter of Drąsius Kedys. This lawyer couple have no doubts that the pedophile network in Lithuania involves high-ranking officials.
“I have been working as an attorney for eight years. However, I have never seen such a pretrial investigation in any other case. It cannot be done without a large group of interested people,” said A. Venckus in an interview with LŽ (Lithuanian News).
It appears that previously we had pre-trial investigations involving large-scale sexual abuse cases with children in Lithuania. In the years 1999-2002, Lithuanian law enforcement authorities investigated and imposed sentences in two different cases with minors.
Perhaps those cases should have been connected then: two different crimes at the same time involving foster children from the same foster home “Atsigręžk į vaikus” [“Turn Toward the Children”]. One case was connected with Latvia.
At the same time, Latvia was shocked an international pedophilia scandal. Member of Latvian Parliament and Chairman of the Interim Commission of Inquiry, Janis Adamsons, told Lithuanian media that Lithuanian authorities were informed about crimes in Latvia.
A politician from Latvia stated in the interview, “I can confirm the fact that pedophilia links were continuing from Latvia to Lithuania.”
The sore of pedophilia in Latvia burst loudly in 2000. We will tell a little bit later about the investigation, connections, and what was concealed in the Latvian pedophilia case.
Now, we will mention just that Latvian President Vaiva Vyke-Freiberga on the 17th of February, 2000 after a report published by the Interim Commission of Inquiry, called that date a “black day in our history.” The names of high-ranked officials were proclaimed in that report, but punishment was not given to the perverts, but to the victims and investigators of the scandal.
Nevertheless, there were some positive results from the Latvian investigation. Both the police and MPs after an investigation puzzled out some strings in the pedophilia web and identified links to other countries including Lithuania.
After an investigation, Latvian MPs made claims about the international pedophile network and companies which were involved in the child pornography business. The company “BelAmi” (which still exists), which is registered in Bratislava (capital city of Slovakia) was named as the main “tourism agency” which serviced pedophiles in former Soviet countries including Lithuania. This company had space in the Latvian Ministry of Education where children were brought and raped.
“Very famous Lithuanian names were connected to that network. But please understand me – over the investigation we have checked more than 70 Latvian citizens, and there were some secondary links; moreover, we were not allowed to finish investigation,” said the former Chairman of the Latvian Interim Commission of Inquiry, J. Adamsons, to Lithuanian media a few weeks ago.
Lithuanian officers do not want to talk about reports from the neighboring country. Some of them unofficially said that at that time Latvian authorities were discontent about the actions of Lithuanian authorities. Latvians requested investigation into the Lithuanian pedophile network, but did not get any support. According to them, that was when the famous quote about Lithuanian pedophiles spread – “Part of the elite.”
At “uncle Volodia”
In the years 1999-2002, Lithuanian law enforcement authorities investigated a few large cases involving pedophilia. Both involved foster children from a non-governmental foster home “Atsigręžk į vaikus” established in 1996.
The first information that something was wrong with the foster home reached law enforcement authorities in 1999. At that time, foster children who were transferred to other foster homes started to tell about trips to the bathhouse of Ministry of National Defense (MND) Soldier Improvement Center in Nemenčinė (Vilnius region).
According to them, one 17-year-old foster child from “Atsigręžk į vaikus” [“Turn Toward the Children”] by the name of Aliona brought other orphans to “uncle Volodia” who was working there. The youngest of them was nine years old. “Uncle” treated the kids with cigarettes and alcohol. He used to take children to the bath and then started to “molest” them.
Complaints about the sexual abuse of foster children was addressed to the then Speaker of the Seimas Vytautas Landsbergis, who promptly forwarded it to General Prosecution Service. Shortly after, the General Prosecution Service announced officially that the stories of children were not approved. This forms an impression that General Prosecution Service has experience with not finding perverts and abused children.
The founders and administration of “Atsigręžk į vaikus” [“Turn Toward the Children”] reacted as well. Instead of any investigation concerning sexual abuse of foster children, they announced accusations of slander initiated by new patrons of the children.
Among the founders of non-governmental foster home “Atsigręžk į vaikus” [“Turn Toward the Children”] were publicly known people, politicians, high-ranking officials, so a pedophilia investigation in the new foster home was unwanted. That was the reason for trying to silence everything. As in Latvia, the origin of pedophilia business had to be sought among officials related to Education and Child Protection Ministries. But no one looked there.
The main founder of “Atsigręžk į vaikus,” [“Turn Toward the Children “] Giedrė Kvieskienė, is in the liberal-center party. At this moment, she is the Honorary President of “NVO Vaikams Konfederacija,” which is an organization responsible for taking care of children. At that time, she was working in the Education and Science Ministry (ESM) as the head of the Additional Education Department.
Another founder, Evaldas Brazlauskis, was related to the ESM as well. He is the head of the Lithuanian Youth Tourism Center (LYTC); moreover, this center has a youth hostel “Filaretai” and travel agency “Filaretai travel” (founded in 2000). E. Brazlauskis was the director of “Filaretai travel,” but he transferred this position to his son Paulius Brazlauskis.
Among the founders of “Atsigręžk į vaikus” we can see the current Chancellor of the Ministry of Health Rimantas Remeika, who is in the liberal-center party as well. In those earlier times, he was the head of the Education Department of the Vilnius Region Administration Office.
We can see another famous name in the founders list: important Social Democrat, long-term Member of the Lithuanian Parliament and European Parliament – Aloyzas Sakalas. At this time, the professor has a very negative opinion about the situation in the “Atsigręžk į vaikus” [“Turn Toward the Children”] foster home.
Some time ago, A. Sakalas wrote the following comment, “In 1999 I had to extend efforts on a possible pedophilia case because children from one foster home were brought to bathhouse of the Ministry of National Defense Soldier Improvement Center and molested there. However, heads of that foster home did not know about it, or did not want to know about it, or thoroughly masked this crime.”
Concern – keep silent
Nevertheless, an investigation started after repeated complaints. The case included episodes during the period of August through December of 1997, but according to testimonies of the patrons the sexual abuse lasted through 1999.
The primary suspect was a stoker from the Ministry of National Defense Soldier Improvement Center, Vladimiras Skripkinas, who stated that he was taking care of children and not doing any harm to them.
Investigators did not look for answers to questions about how the minors got into the military facility and why no one noticed this visitation. The heads of “Atsigręžk į vaikus” were not interested in why the children were not sleeping in the foster home. Child Protection Service officers were silent as well.
“Where have the heads of the Child Protection Service of the Vilnius Region been? They had to proclaim this issue and go to court, but they did not do anything. They were silent because the bathhouse was owned by high-ranking officials,” said one of the founders of “Atsigręžk į vaikus,” [“Turn Toward the Children”] A. Sakalas.
Alcohol and violence
We can see the terrible written testimonies of the children in this “bathhouse” case.
At that time, a 12-year-old girl wrote in Russian, “When I lived in the foster home, an older girl, Aliona (17 years old at that time), took me to her uncle Volodia in Nemenčinė. We brought Onutė (her name was changed to protect her identity) with us, she was barely nine years old at that time.
Uncle Volodia brought some food and cognac. After drinking alcohol, Aliona and Onutė started to persuade me to drink as well. I did not want to drink, but Aliona told me, “You will offend uncle Volodia if you refuse to drink.” Then I drank. We went to bathhouse. Suddenly, uncle Volodia told us to go out and leave Onutė with him. I asked Aliona, why did he do that, and her answer was that uncle wanted to talk with Onutė alone. After that Aliona told me to go and check what they were doing. I opened the bathhouse door and saw uncle Volodia sitting near Onutė, and she was crying. He started to kiss her front place and buttocks. Aliona told me if I tell someone I will be in a big trouble.
Volodia started to try to persuade little Onutė to sleep with him at night. She cried and refused. Apparently, she understood what uncle wanted to do with her. Aliona started to persuade Onutė as well, and told something about money, and Onutė agreed to sleep with Volodia at night. We went to bed and suddenly uncle Volodia came to our room and asked to calm Onutė down. We went to another room where Onutė was crying. We asked her what happened and she said, “This old guy took off my panties and shirt and wanted to rape me.”
We can see dozens of identical stories in this case, but we can also see material of the opposite side as well. There was a conclusion that evidence denies the testimonies of the witnesses (employees of “Atsigręžk į vaikus” [“Turn Toward the Children”]), and criminalization of V. Skripkinas’ actions is just a “bubble.”
What was the Court’s decision in this case by the Vilnius Region Court Deputy Judge Vladas Nikitinas (a case which, according to A. Sakalas, involved high-ranking officials)? Is this the same V. Nikitinas who would show his loyalty to “high-ranking officials” in future cases?
In May 2000, the judge wrote that V. Skripkinas “violated the law for the first time, the crimes are not classified as serious, he is characterized positively at work, and has heart problems.” Judge V. Nikitinas sentenced “uncle Volodia” to two years in prison, but after applying an amnesty rule Volodia was exonerated.

A pedophile network existed in Lithuania and was looked after by law enforcement authorities – there were incomprehensibly soft court decisions for perverts and distributors of child pornography, classified pedophile cases which were made classified by the same judges and prosecutors who are investigating the Kaunas pedophilia scandal at this moment.
Shocked even investigators
In 1999 Lithuanian law enforcement authorities investigated one more crime, which among other victims involved foster children from “Atsigręžk į vaikus.” [“Turn toward the Children”] At that time, investigators confirmed that they were shocked when they collected evidence because it revealed biggest pedophilia case. A social worker from “Atsigręžk į vaikus” told police that every time some of the children came back from the city they brought back considerable amounts of money.
After questioning, a few of them said that one man about 50 years old takes them to his apartment in Vilnius on Geležinis Vilkas street and makes them have sex with each other. After that, he had them perform oral sex on him. According to witnesses, the man made videos and photos of orgies.
The pedophile was captured in the beginning of 2002. As revealed later, it was Leonidas Gotlibas who was sentenced five times previously for molesting minors. The pervert did not even deny his crime.
For each child – a pedophile
What was done by one of the founders and head of the foster home “Atsigręžk į vaikus,” [“Turn toward the Children”] Sigita Ignatovičienė, after such facts went public? In an interview by LŽ (Lithuanian News) the woman said barely remembering anything.
“We figured out everything by ourselves. Our concern was to protect the children and not allow information to go public. However, they even showed us on TV,” she said.
We received more explanation from another founder of foster home, Giedrė Kvieskienė. We will provide the exact conversation for our readers, because the professional in the field of education and Professor of the Vilnius Education University was very mad at “unprofessional journalists.”
– What measures were taken after you uncovered the fact that foster children were sexually molested?
G. Kvieskienė: “It is an old story, but if I remember well, we discussed it twice in board meetings. The head of foster home, S. Ignatovičienė, was formally warned because she said it was checked [trusted] man (talking about Nemenčinė case – editors note), but the Court decided otherwise.”
– But the children were sexually abused not just in Nemenčinė, but by pedophile- recidivist L. Gotlibas as well.
G. Kvieskienė: “All of those there were violated. Pedophiles have been around since the foundation of the foster home. What could the head of this institution do? If you have ever been interested in foster homes you would know that sexual abuse of children has gone on for years, no matter whether it was governmental or non-governmental foster homes. Protection in a non-governmental foster home is better because of personal responsibility. First, children accommodated in foster home “Atsigręžk į vaikus” [“Turn toward the Children”] were taken from the streets. They all were persuaded by pedophiles or molested by their family members. The head of the foster home is a psychologist and reacts sensitively to those things. Finally, even rehabilitation proved that those issues are very sensitive.”
– Did someone inspect your foster home after those cases?
G. Kvieskienė: “Yes. Actually every year we were inspected by the National Audit Office (NAO – a representative of the NAO, Gediminas Končius, stated to LŽ that no one has ever inspected “Atsigręžk į vaikus” because this institution checks only the budget funds
– editor’s note). By the way, all similar cases are analyzed by journalists, but very unprofessionally.”
– Do the journalists have to make inspections instead of Child Protection Services?
G. Kvieskienė: “In resonant cases involving child protection and pedophilia all journalists are shamelessly abusing their rights. Instead of solving the pedophilia scandal you should find those pedophiles! Every child in the foster home “Atsigręžk į vaikus“ [“Turn toward the Children”] had 2 to 3 molesters, and it was not important to anyone.”
– You knew about sexual abuse, so did you report it to the law enforcement authorities?
G. Kvieskienė: “No, that situation was understood naturally. The head of foster home tried to fight the system.
– Has there been at least one report to law enforcement authorities?
G. Kvieskienė: “I have to make an inquiry on that. Talk to the head of the foster home. I can’t say anything because I am not the head of that institution. Well, I am a founder of that institution and am really taking care of foster children.”
– You told us that every child had few pedophiles in their past. Why didn’t you defend your foster children?
G. Kvieskienė: “I am sorry, but it was the year 1995, and there were mafia everywhere. Our priority was not to fight against them, but protect children.”
– Why didn’t you ask help from police?
G. Kvieskiene: “Yeah, yeah… the police don’t protect foster children, they beat them. Even now, police are questioning our children without Child Protection officers.”
– So, how did you protect foster children?
G. Kvieskiene: “You know, a majority of our foster children were integrated into the world – about 30%. Perhaps, it is the highest percentage compared to a governmental foster home. We are supported by the Norwegian Lions club and other Norwegian organizations, which collect charity funds and build houses at their own expense. It means they trust us even after inspections.
– There is a rumor that you have used your influence to stop spreading information to the public.
G. Kvieskiene: “I have never been a politically influential figure! You know what? You can write that I was and still am an important and influential. Of course, I am very concerned about foster home, and I don’t like when journalists use such problems in their favor. I know that there is a similar situation in other non-governmental foster homes as well because journalists and the Child Protection officers took an interest there. I hate an unqualified view and will fight it. I will fight with you as well! If you tell this story improperly, I will start litigation against you personally!
Price of silence
LŽ (Lithuanian News) addressed to Gražina Imbrasienė who has been working as a Child Protection officer since 2000. She said she doesn’t remember getting any information about sexually abused foster children from “Atsigręžk į vaikus.” [“Turn Toward the Children”]
“I remember all resonant cases, however I did not get any information about pedophilia at “Atsigręžk į vaikus.” [Turn toward the Children”] I know for certain that all information about this foster home was hidden. At that time, they all stated how well they protect children and that they don’t have any problems,” said the former Child Protection Service officer.
At this time, G. Imbrasienė is working in the Special Investigation Agency and fears that a careless position by the heads of “Atsigręžk į vaikus” at that time could have promoted pedophilia in Lithuania.
“Hiding of information leads to situations like in D. Kedys’ daughter’s case. It must be understood, that society needs to know everything and publicity is the best cure in order to clean all mess,” said the officer.
Publicity is the least desired thing then and now. It becomes obvious when you read files about L. Gotlibas who sexually abused teenagers who were blackmailed.
Exactly in that case we found traces of Latvia: investigators had information that L. Gotlibas, who called children “models,” took children for clients in Riga [Latvia] and supplied pornographic photos to disclosed “agencies,” which published the photos in foreign countries. Clients were coming to Lithuania as well, and it was revealed that when investigators were checking abused children they found not only Lithuanian, but Latvian currency, too.
The court’s verdict for L. Gotlibas was announced after three years of investigation. In February of 2003, the 2nd Vilnius District Court sentenced the pervert for sexual abuse of a minor, sexual relations with teenagers, forcing them to drink alcohol, and making and spreading pornography; the court imposed imprisonment for six years.
However, after a few months the Vilnius Regional Court jury of judges, consisting of Arūnas Kisielius, Vladislavas Ramonis, and Chairman Laureta Ulbienė, confirmed the appeal complaint of L. Gotlibas (who was sentenced for pedophilia six different times) and eliminated the sentence for distributing pornography. The decision was made by ignoring the facts about named publications and websites which were supplied with pornographic photos by L. Gotlibas. The court stated that pornographic photos were taken without the intension to spread them. It is worthwhile to mention that Vladas Nikitinas, who made a very soft decision in a pedophilia case a few years ago, was the Chairman of the Criminal Case Department at that time. Another interesting fact is that although the media informed widely about that case 10 years ago, and there were plenty of interviews and comments from police officers and prosecutors, now it is not possible to become acquainted with that case. It is only possible to see the operative part of that decision.
According to the 2nd Vilnius District Court that rendered that decision, the hearing of that case was not public and information is not disclosed in order to protect the victims. There is a version of the story in the media that Judge Vytautas Kastytis Antanėlis (an attorney at this time) classified that case because it contains the name of one famous politician who is related to the Special Investigation authorities and officers. Material in the L. Gotlibas case has become more “classified” after D. Kedys’ daughter’s sexual abuse case. At that time, the head of the 2nd Vilnius District court was Algimantas Valantinas (currently the head of the General Prosecution Service) who closely followed the Kaunas pedophilia case. In addition, he twice required related material from that case and declared that prosecutors in Kaunas were doing their job very well. They [apparently] started to do it wrong after the shooting in Kaunas.
What kind of interesting data from the L. Gotlibas pedophile case, which is not meant to see daylight, is being protected and what could it tell about the young chairman of that time, A. Valantinas? The fact is that in 2003 investigators were shocked about that case and willingly interacted with the media, which is not so now.
Police officers in those days were surprised, when a pedophile-recidivist, who was sentenced for the first time in 1969 and few times after, was sentenced in 1996 to just four years in prison and was release after two years after applying the amnesty rule. Nevertheless, all the photo albums and films with sexually abused children were returned to him. According to officers, he was able to blackmail his victims and clients with that material.
At that time, one investigator offered to put interest over this issue and find out, maybe this concession for the pedophile-recidivist is related to his previous work in the Soviet Militia. It is not a secret that the Soviet KGB was very interested (and still is) in persons who tend toward non-traditional sex. People say that Secret Services and especially the Homeland
Security Department (HSD) are still interested in that, and perhaps that is the reason why their favorite color is blue.
“Yes, we have noticed that Secret Agencies tried to recruit and manipulate people with addictions to non-traditional sex habits,” confirmed the former chairman of the Latvian Interim Commission of Inquiry Janis Adamsons to LZ (Lithuanian News). By the way, Latvian investigators ascertained that law enforcement authorities were very soft on pedophiles in the Latvian scandal. Familiarly soft like the Lithuanian courts on L. Gotlibas.
In Lithuania, people have started to talk louder about the strange Secret Services interest in the pedophilia case. Sensational facts will be disclosed in the next publication.

Latvian MPs involved in the pedophilia scandal investigation made a statement in their conclusion about the hand of Secret Agencies, which were controlling pedophile network. Ten years later, we have the same situation in Lithuania: a very similar scandal and similar “roof.”
Could the Homeland Security Department (HSD), which should serve Lithuanian citizens, have their interest in the pedophilia scandal, which took place last October in Kaunas? Last August, Drąsius Kedys addressed the General Prosecution Service, MPs of Lithuanian the Parliament, and the Homeland Security Department with his complaints about the sexual abused of his five-year-old daughter in order to get help from those institutions.
Lithuanian MP Saulius Stoma on Kedys’ behalf sent a question to Homeland Security Department – does a pedophile network exist in Lithuania? The MP was very surprised at the very formal answer by HSD: “The Homeland Security Department is not investigating this situation (concerning D. Kedys’ situation – editor’s note).”
However in society, the HSD, and the free media, which is not implementing “Dujotekana” orders, we could see exactly from the start of the debate that the HSD – which should take care of our homeland security – is controlling the process in order to block the possibility of revealing high-ranking officers to the public.
Object of a serious investigation
A few weeks ago on Baltic Television’s show “Akistata su Lietuva” (“Eye to eye with Lithuania”] host and commentator Darius Kuolys stated that relations between the main suspect in pedohpilia case, politician and businessman Andrius Ūsas, and the so-called “statesman” from the HSD could be an object of serious investigation.
“Such investigation could lead to Aidas (a person named by D. Kedys daughter as a third abuser – editor’s note) who no one is looking. However, have you ever heard the fact that HSD would question their officer?” D. Kuolys asked rhetorically.
LZ (Lithuanian News) interviewed Latvian politician Janis Adamsons, who supervised the Latvian parliamentary investigation of the Latvian pedophilia scandal. He said: “Yes, we have noticed that Secret Agencies tried to recruit and manipulate people with addictions to non-traditional sex habits.”
The commission formed by Latvian Parliament in 2000 discovered the scheme for the pedophile web to spread out not just in Latvia and neighbor countries, but in law enforcement institutions as well. At that time, Lithuania commented on the obtained information: “They are an integral part of our elite, they are untouchable.” Now, it seems a lesson from Latvia is learned – how to cover the ends without spreading information about the “elite” to the public.
On the 7th of October 1999, the Latvian Parliament formed an investigation commission in order to reveal possible relations between the pedophile network and officers from public and private institutions.
The decision was made after one Latvian television station aired a report where a few teenagers stated they had sex with high-ranking officials and even with two members of the Ministry Office. The decision of the Parliament was directly affected by the reaction of the Latvian General Prosecutor Janis Skrastinis who personally went on television and stated that the report was the provocation of teenagers.
Until then, an investigation of the Latvian pedophilia case was processed at the “criminal” level. In the autumn of 1999, police collaborating with journalists arrested the head of the model agency, “Logos Centras.” Shortly after, Jurij Jurjev, who is his alternate, was arrested as well. The police found pornographic material containing not less than three thousand models. The youngest was 13 years old.
The Latvian Parliamentary Investigation Commission provided a report (all material collected is still classified) for LZ (Lithuanian News) which stated: “All information collected by the commission verifies a planned and implemented criminal scheme whereby “Logos Centras” conducted human trafficking. International relations in which “Logos Centras” members were co-operating with other related persons were clarified as well. The Commission has access to information about public and private institutions (including high-ranking officials), which were involved in human trafficking and pedophilia”.
At the start of the investigation, Latvian politicians received information consistent with the pedophile network in their country being organized by famous people. Among them were Ainars Eisaks (president of “Ms. Latvija” and friend of politicians and law enforcement officers in different countries) and Ingus Tuns (head of tourism agency “Izimeks,” which was operating in the Latvian Education and Science Ministry (ESM)).
“I. Tuns and A. Eisaks played a special role in the committed crimes related to human trafficking. They were trying to takeover J. Jurjev’s pornography business and make it more profitable. In order to do that, they were contacting foreign clients and rich Latvian citizens – business-men and officials. I. Tuns was using ESM premises to cover his activities while A.
Eisaks was making contacts in political, business, governmental, and municipal layers,” according to the Commission’s findings.
Ten years ago, the General Prosecution Service of our neighbor started a bleaching procedure with respect to suspects. Currently, an analogous institution in Lithuania shows special sensibility to the main suspect in the pedophilia case, A. Ūsas, and the murdered judge Jonas Furmanavičius. The Latvian General Prosecutor has sent in record time an answer to the Parliamentary Commission stating that A. Eisaks “is absolutely clean” and his “slanderers” not only vilify an honorable business-man, but cause pain to his wife and children.
Latvian journalists told one memorable fact about A. Eisaks. He demonstrated his love of his wife and children very emphatically by putting the family photo on his work table not in front of him, but in front of the door, so everyone could see it. The suspect in the pedophilia case, A. Ūsas, acts similarly. On TV shows, which are directed by prosecutors, he demonstrates hot love for Miss Laimutė Stankūnaitė.
The Latvian General Prosecution Service ordered the arrest of the afore mentioned businessmen only after disclosure of information about them in an interim report of the Latvian Parliamentary Commission. Nevertheless, to that point A. Eisaks was going to foreign countries a number of times. Moreover, his relatives and employees in the “Miss Latvija” office had been destroying evidence a few days before his arrest.
To the daylight
On the 17th of February, 2000 in a parliamentary session of the Latvian Saeima, Chairman of the Parliamentary Commission J. Adamsons disclosed information about collected evidence, which indicated that high-ranking officials were certainly involved in the international pedophilia ring.
“The Commission has at its disposal direct and indirect evidence which reveal people who possibly used sexual services many times from underage persons, or were accomplices of such a network. Those persons are officers in public and private institutions: Prime Minister Andris Skėlė, Minister of Justice Valdis Birkavs (former Minister of Foreign Affairs 19941999 – editor’s note), head of State Revenue Service Andrej Sončik, head of “Latvian Post” Aivars Droiskis, principal of Riga Classical Gymnasium Roman Alijev,” announced J. Adamsons.
As a significant coincidence, intense telephone records between General Prosecutor J. Skrastinis and Prime Minister A. Škėlė were published for MPs as well as long meetings between Minister of Justice V. Birkavs and the General Prosecutor.
The counter-reaction was put into effect straightaway. On the same day, the General Prosecution Service initiated criminal proceedings against J. Adamsons for his public expressions. Moreover, this politician and former submarine captain in Soviet times was accused of relations with the KGB, but those allegations were not proved. Observant readers will remember the unsuccessful attempt of the HSD to incriminate with same accusation against Algimantas Matulevičius who was the chairman of the Parliamentary Commission in Lithuania. He was responsible for the investigation of HSD activity after Vytautas Pociūnas’ death.
Under great pressure and after multiple demands, Latvian MPs on 28th of February 2000 handed over disposable information to the Constitution Protection Bureau (CPB, Latvian security service).
The findings of the Bureau were announced as classified, but nevertheless it was publicized by Prime Minister A. Skėlė.
“The CPB declares that activity of the commission was unilateral and tendentious,” the Latvian Prime Minister happily announced.
All material from the Parliamentary Commission given to the CPB has been transferred to the General Prosecution Service, which used this information not for the investigation of the pedophilia case, but for accusations and criminal proceedings against J. Adamsons.
Members of the Parliamentary Commission were surprised. “The General Prosecution Service as well as the CPB demanded the forwarding of all collected material and disclosed sources multiple times. The Commission perceives anti-constitutional activities in the actions of General Prosecution Service which, instead of investigating sexual abuse of under-aged victims, groundlessly defends members of the government,” reported Latvian MPs. They were hounded and trampled just like our Seimas was with the HSD scandal when President Valdas Adamkus, HSD, General Prosecution Service, Constitutional Court, “statesmen,” and the media united against Parliament.

The Latvian Parliamentary Commission identified that the KGB was recruiting agents by using compromising documented evidence that would be acknowledged as such in any society. This “sexual oriented” network was inherited by Latvian and Lithuanian secret services.
Hero – for Lithuanian service
Despite the enormous international scandal in 2000 after the parliamentary investigation of the Latvian pedophilia case, the courts sentenced only ordinary perverts and low-ranking officers. The hand of justice did not touch Prime Minister Andris Škėlė and Minister Valdis Birkavs who were named as members of the international pedophile network by the Latvian Parliamentary Commission.
It is worth mentioning that the Ministry Cabinet was led by A. Škėlė, who stepped down, and the Prime Minister, who was considered one of the richest men in Latvia, retired after few years from public activities and remained as an ordinary member in the People Party, which he founded. Nevertheless, last year A. Škėlė returned as the chairman of the party. There is a debate in the media about his intention to take over the government again.
The named pedophile network coordinators Jurij Jurjev, Ainars Eisaks, and Ingus Tūns were sentenced by the court to just a few years in officers’ prison. The names of their famous and powerful clients did not rise to daylight.
At this moment, J. Jurjevs lives in Russia and makes pornographic movies for the European market. A. Eisaks is in that country as well and works in the field of public relations. He kindly shows himself for the Russian media accompanied by the famous former dissident Konstantin Borovoj.
I. Tūns stayed not far away from his former business. After five years in prison, he moved to pedophile heaven, Thailand, and opened travel agency “Emanja Travel”.
This agency services clients from the U.S.A., Hungary, Poland, Russia, Latvia, and Lithuania and offers a “unique impression.” Moreover, in order to contact this agency people should write an e-mail – an easier way to select clients.
Furthermore, on the “Emanja Travel” website dedicated to Lithuania, this company is introduced as joint venture of Thailand and Poland with CEO Jacek Paruch. However on the Latvian website there is I. Tūns’ photo with his invitation to use their service.
People say rich men in Lithuania with “non-traditional hobbies” know very well the contacts of “Emanja Travel.” Lithuanian prosecutors could now answer the question – whether A. Ūsas and J. Furmanavičius, who liked mutual trips to Thailand, were using the services of I. Tūns. Suggestions to do so were few times presented by Neringa Venckienė and Aidas Venckus, who are legal guardians of Drąsius Kedys’ daughter. Thus far, there is no answer from the Prosecutor Service because they are not interested in A. Ūsas’ and J. Furmanavičius’ holyday activities.
Main objective – to recruit
Why when investigating pedophilia scandals do the Latvian and Lithuanian General Prosecution Services and Secret agencies take strange positions? In an interview with LŽ, J. Adamsons suggested paying attention to some moments of investigation: information provided by Latvian Parliamentary Commission about their secret agencies’ recruitment of people who had an addiction to non-traditional sex. According to Soviet Criminal Code, homosexuality was considered a crime. Being questioned in the Lithuanian Homeland Security (HSD) office concerning one parliamentary investigation, one witness answered a question about relations between the state and a clan of “statesmen” who overwhelmed the HSD: “KGB and homosexuality – it is the shortest definition of “statesmen,” which reminds us of the legendary “Cambridge five” – [group of British spies who passed intelligence to the Soviets from the 1930s through the 1950s].
In findings of the Latvian Parliamentary Commission we can see that the main suspects (J. Jurjevs, A. Eisaks, I. Tūns) were recruited as Latvian KGB agents through 1990. “Correspondingly sexually-oriented” KGB agents were used to make contacts with other correspondingly sexually-oriented people who were incorporated into the Latvian KGB network.
“The Commission has reason to believe that before Latvia declared independence the KGB reformed methods of recruitment. Recruitment referring to loyalty to Soviet authority was replaced by using instruments of discretion, which could reveal their non-traditional sexual orientation,” said the Commission’s report.
Another fact is recorded in the same report. Suspects were using the same KGB method after declaring Latvian independence and were making profit on it. Teenagers were made drunk and sexually violated while records and photos were used to recruit them for the sex business.
“Competent authorities must investigate and reveal how the network of former KGB agents works. How did recruitment of sex models, human-trafficking, and sexual services offered to rich, high level, and famous people harm our country’s homeland security,” offered Latvian MPs.
This “sexually oriented” network of KGB agents was adopted by the independent Latvian and Lithuanian secret service authorities.
Pheasant farm – “statesmen” nest
Information collected by the Committee of National Security and Defense (CNSD) in order to investigate the activity of the HSD in 2006-2007 could reveal how similar actions could harm homeland security. MPs discovered how the highest rank HSD officials ruined an operation codenamed “Apaštalai” [“Apostles”] in 2002.
In this operation “Apaštalai” [“Apostles”] Vilnius secret agents were supposed to check the work of the Klaipėda HSD department, because heads of department were acting illegally by keeping in touch with Russian and Belarusian secret agents, wasting money, selling classified information to heads of private companies, and etc.
However, according to witnesses this operation was cancelled by head of the HSD at that time, Mečys Laurinkus (some time ago, President Dalia Grybauskaitė removed him from the position of Ambassador to Georgia because of trust issues – editor’s note). As revealed, it was done because the heads of the Klaipėda department were organizing parties for HSD generals and colonels in the villa of one famous Klaipėda business-man.
Feasts and tempestuous orgies took place at a seaside villa, nicknamed “pheasant farm” because of the birds there. Important Klaipėda business-men, high-ranking officials, and politicians from Vilnius were treated not only by prostitutes from Kaliningrad (Russia), but by teenage boys as well. People say that even the head of the HSD and some of his alternates known for their non-traditional sexual orientation, some advisers to Valdas Adamkus’ (of the first presidency), and other “statesmen” were attending those feasts.
It was mentioned several times in public that those feasts at the “pheasant farm” were recorded by the heads of the Klaipėda HSD in order to save their careers. Moreover, Russian secret agencies did the same thing and gained one more instrument of blackmail in order to satisfy their needs in our country.
Furthermore, exactly at that time some advisers to V. Adamkus bought apartments at the same house in Liepaja [Latvian seaside territory]. Arminas Abromavičius, who currently
works as a judge in the Constitutional Court (CT) was one of them. The weekly magazine “Ekstra” mockingly named his apartment “sexodrome.”
Latvian politicians connected to the pedophilia scandal had a chance to participate in international events (i.e., international conference “Creating A Wider Europe” in Vilnius, November 2002) through connections to people associated with V. Adamkus. The former Latvian Minister of Justice Valdis Birkavs, who was one of the main “heroes” in the pedophilia scandal, was reading a presentation in that event, which was hosted by Valdas Adamkus.
Names – key to freedom?
Latvian MPs and police officers fighting against the pedophilia octopus ten years ago realized how perverted system worked and the great influence secret authorities had in recruiting “sexual agents.”
As an example, Latvian investigators noted the fact that one of the main characters in pedophilia case, J. Jurjevs, who supplied children through “Logos Centras” to high-level officials, has been charged in a few criminal cases, but all the time has been recognized as un-accusable.
This case is similar to the six-time convicted pedophile and “beloved” of Lithuanian prosecutors, L. Gotlibas. This man, as stated, worked in the Soviet Militia structures in the past, and was getting exceptional favors at that time and even after declaring independence.
To the amazement of the police officers who were trying to capture him, the pedophile- recidivist was getting gentle sentences, or amnesty rules. Moreover, judges even returned confiscated pornographic material containing images of molested children, which could have been used as a blackmail instrument.
As stated, the pedophile was collecting information (his notes did not reach the hands of police officers) not only about molested children, but about clients as well. Among them were very important people connected to political and law authorities.
With respect to this case, it is very difficult not to believe in the prophecy of another Latvian MP, Andrej Klementjev (who worked with material from “pedophilegate”): “We did not destroy the system. Unless the tentacles of pedophilia octopus are cut off, after two or three years it will become more powerful than the structure developed by A. Eisaks. At this time, they have understood their mistakes, so now they will start to record compromising material and will demonstrate it to needful people, which will not stand a chance to withdraw.
Officers will fight for their blackmailers in a way such that there could be murders ordered”.
Murders related to pedophilia took place in Catholic Lithuania. After years of swelling, the pedophilia abscess burst last October in Kaunas after the deadly shooting of J. Furmanavicius and Violeta Naruseviciene, who were the main characters in D. Kedys’ daughter’s sexual abuse case. Until then, the problem was masked without choosing any means. Nevertheless, the clan, whose existence was never mentioned, grew into a powerful octopus that put its tentacles around the country.
LZ (Lithuanian News) wrote that ten years ago Lithuanian law enforcement authorities were informed about the international pedophilia network by their Latvian colleagues and had a chance to destroy the emerging structure. Nevertheless, it appears perverts had a great influence on the Prosecution Service, courts, and politicians even then.
Looking through the perspective of time, we can hardly believe the facts are only coincidence. A particularly gentle sentence to the pedophile-recidivist (who might have records and information with the names of important people under his control) was adopted by the court, which was under control of the General Prosecutor Algimantas Valantinas, the same man who classified this case. Moreover, judgments in two of the cases of foster children from “Atsigrezk i vaikus” [“Turn Toward the Children”] that essentially saved perverts were decided by one person – Judge Vladas Nikitinas – the same man who afterwards has been blessed with special kindness from government authorities.
Secrecy and forgiveness even now is in force when we see cases related to “big uncles” who have an addiction to perverted games. The same criteria just don’t apply to helpless, crying Lithuanian children.
